Hi Cliff,
I've repaired a couple of steering wheels and found it to be a fairly simple
project.
I used epoxy with a thickening agent......I used microballoons (fiberglasglass
balls).
Thicken the epoxy to peanut butter consistency and spread it into the cracks.
A bit of shaping here will save you some sanding afterwards. The epoxy may
tend to ooze as it dries, so restrain it where you can.
Let it dry completely and sand to final shape, finishing up with 400 grit or
so. When you get it where you want, use a good quality primer and paint made
for plastic. Finish with a few good coats , sand with 600 grit then finish up
with first; a rubbing compound, then a polishing compound and a couple of good
applications of wax.
Take your time.......you won't be disappointed.
I covered one of them with a laced-up leather cover anyway, so I wasn't too
fussy with it......but the second one was a first class job in every respect.

PS. Check the steel core before starting........if it's bent, you'll have to
