Hi Scott,
You can expect some scuffing of the brake shoes right after putting
them on if they haven't centralized. When you get your car back on
the road, drive slowly and apply the brakes a few times. When you get
back to the garage, put it back up on jacks and recheck your
adjustment. A slight scuffing is OK, anything more warrants a turning
of the drum on a lathe. Your brake shop can tell you if the drum is
within specs or out of round sufficiently to require replacement. If
you don't have to turn the drums, you can still expect some noise from
the new linings as they bed-in. Good luck.
