You might find it hard to find a station that has
both the high tech gear for new cars and anyone around
who knows how to even adjust the idle on old TRs.
If you can find a place with a rolling road and an
exhaust gas meter that will let you play for a while,
you might get some results. But I can't imagine any
typical mechanic grappling with balancing twin SU
carbs successfully.
From my experience, the tried and true techniques used
for tuning in the 50s are still fine for performance. If
emissions are really important, you can purchase or
rent portable exhaust gas meters. However you might
have to struggle a bit to set them up so you
can examine the mixture at speed (ie: while moving).
