There's a lot of info there, and you should go read it, but the
most important thing I'd like folks to carry away from it is
AIM YOUR HEADLIGHTS!
Most of the idiots on the road who are blinding you are doing so
because their headlamps are improperly (and illegally) aimed.
The DOT is very anal about upward splash when the low beams are on - this
is part of why the US doesn't have the same specs as the European E code.
There is no legal light on the road that, properly aimed, will
blind oncoming drivers.
But, alas...
