The bellows arrangement on the floor my be an after market windshield washer pump. The bellows may have an other port on the back or the air pressurized the solvent jug. ANCO is a big wiper company. On the click and no start, moving the battery seemed to help, so are the terminals on the battery clean and tight? A high resistance here would make starting hard and goof up charging.
