As a stop-gap fix, it would be real easy to put a skin of fiberglass over
the rusted metal.
You could have the top stripped (or blasted), etched, then either have a
reputable boat shop drop 2 layers of f/g on (mat, cloth), or do it
yourself.
It would be heavier, and a shade bigger, but would look original.
Cost? In Canada: Resin $20, fiberglass $10, consumables $10, safety
equip. (Organic Vapor filters + respirator) $50, give or take.
