I replaced the crash pads last year and don't remember it being
to much of a labor intensive project. By the metal dash, if you mean
that part under the wooden dash, then it doesn't have to removed. But,
if I remember correctly, the wood dash needs to slightly removed to
replace the lower three pads.
For the upper pad, you'll need to remove the windshield (windscreen,
whatever).
To do that, the wood dash needs to come out all the way. There's at
least two
nuts/bolts that need to be removed to lift up the windshield. I think
one nut on each side (for the side studs) postitions the windshield,
while
another screw/bolt maked it more steardy.
I don't see how the streeing columns enters into the picture. But, maybe
I'm misunderstanding your question. But, removing the steering
column, the
3 foot metal bar, is no problem. You may need to spary a little WD-40
at the rack side. Putting the column back in was some problem for me. I
had a hard time replacing to two screws at the firewall end. Until I
realized that there was a flexible rubber joint between the two ends.
