Good old fashion fuel oil, or kerosene, will also do the trick.  Cheap :-)

Stiff bristle brush will speed the job.  Also "pre-soaking" it helps.  The fuel
oil penetrates and softens.

AND  LOTS of rags and newspapers to soak it up and protect the floor.  Messy but
cheap.
