Starter Box Assemblys

Thanks to all for the leads on a factory hardtop for a TR6.

The 74 TR6 that I've been considering buying had a high idle speed (approx..
1200) that concerns me.  I'd pushed the choke in as far as it would go (the knob
seemed to be about an 1/8 inch from being flush to the dash) and tried to push
it in a couple of times (after the engine was at operating temp.) during a test
drive but to no avail...still had high rpms...and couldn't kick it down with the
pedal either.  The seller tried to convince me that high idle rpms were good
since you had to "rev it to get going anyhow"....And I always thought that's why
they put an accelerator pedal on them.  

Now it could just be that the choke or the linkage needs to be adjusted, but
since it's really not polite to start wrenching on a sellers car (and until I
get serious enough to have a LBC mechanic do a pre-buy inspection) I decided to
just do a little reading to see what the possible causes might be.  The Moss
catalog mentions vacuum leaks in the carburetors or intake system, the fast idle
screw riding on (hanging up on ?) the fast idle cam, and the starter boxes
("chokes") being partially "on".

My questions are:

1)  Does partially "on" imply that the starter boxes are adjustable?

2)  Are starter boxes something that can wear out (may be that's naive when
talking about TR6s) or break inordinately and have to be totally replaced?

The reason I asked the last question is because Moss told me (I called after not
seeing a price listed) that the starter box assembly is not available anymore
for the C3613 carb (ZS 176 ?)  that they list for the 74 TR6.

That really concerned me and got me to thinking about part availability (esp.
for the carb when I saw no replacement carbs listed for 74 TR6s and $1000-$2000
webers as an alternative (I think I'd do a PI conversion first).  This leads to
my third question (which may be akin to asking how many grains of sand are on
the beach).

3)  Are there certain years of TR6s that should be avoided because of part
availability?  
Please don't tell me to avoid the 69 through 76 model years since my disease is
apparently incurable and I have to own another TR6 in spite of what's good for
me or my check book.

Bud     Former 72 TR6 owner (too young and stupid to know the commission number,
sold it to get through college)  and soon to be ?? TR6 owner if I have my way.
