I looked in my '89 Edition of NADA Title and Registration book and
will comment according to that reference:
State of New York Uniform Vehicle Certificate of Title Act effective July 1,
1972.
Titles are issued to 1973 and newer models and to those vehicles
manufactured on and after Jan 1, 1973, for which no model year is assigned.
On 1972 and older vehicles, transferable registration receipt or MV-353,
Certificate of New York State Registration for Transfer of Non-Titled
vehicle.
Title Only Issued: (You should follow up on this one)
Upon application on Form MV-82 accompanied by proof of ownership, proof
of payment of sales tax and $2.50 fee directly to the Title Bureau in
Albany.
Proof of Ownership:
All proofs of ownership, except Certificates of Sale (Form MV-50)
indicating a transfer of ownership, must be accompanied by Receipt of
Payment of Sales Tax - Casual Sale of Motor Vehicles (Form ST-176). If the
MV-50 shows that the vehicle was sold to a resident with an out-of-state
address and the dealer did not collect the sales tax, an ST-176 must be
submitted.
