First off, you need to buy your self the Hayns Manual for the Triumph
Spitfire '64-'81. This has a nice table showing what your plugs should
look like. Plus some handy diagnostic tables, i.e. you look up the
symptoms, and it find's the posible courses.

>From what you say, your car looks like it has very good plugs, maby a
littel too lean. When it hesitates what does it sound like, is there
back fireing, much carburetter hiss, pinking?
I would say that it's an ignition problem, when did you last chainge or
gap the points and capaciter(condencer for thoes living in the dark
ages:>)?
You are suposed to chainge the plugs, this will be given in the Hayns
Manual.
Have you got oil in the carb's dash pot damper?
1b.
No it never goes away, it may hide or turn into somthing else, but it
never goes away.
2. The altinator, is exreamly healthy, and working spot on, but you
engin doesen't like the extra load, prbebly somthing todo with the
hesitation.
3. Don't be embarised about what the car looks like if you did'nt spray
it yourself. Take your time to make your mind up about the spray shop.
You will need to strip off all the paint and get all the rust off, if
it's chiping like that then the DPO could not have done such a good
job!!!
