I agree -- it does not seem to encourage efficiency.  ISO 9002
Certification indicates that the company is capable of providing
measurement traceability back to a national standard.  A company I worked
for went through it.  You have to have every procedure in every department
documented.  In no way does ISO certification guarantee quality.  If you
have bad procedures and you document them, you still have bad procedures.
