Flash time will vary depending on connections, number of bulbs, and
battery voltage. The flash time varies basedon the current.

This is correct.

This is dependent on the car. Some cars have more lamps for the signals.
Also, the durations are not really the same.

You can't really check a flasher for correct operation other than with
a  lamp and a voltage source. You can have continuity and still not have
a functioning flasher.
