The nuts _should_ be on the inner fender. And yes, they just screw in.

It is for the prop rod bracket. There is an "ear" that the rod rests on
when the hood is closed. The piece wraps around the ear so the dor does
not rub against the bosy.

These are the "hood buffers". There should be a little hole drilled on
the inside edge of the fenders located about 18 inches from the front
edge of the hood and two more about 18 inches from the rear... A single
flathead screw with a little metal thingie holds the buffer to the fender.
