I just rebuild the carbs on my TR3A but haven't put them back on
yet so all of this is just conjecture.
You probably already checked the float level and for a stuck
needle valve. Right? What about the jet needle being pushed too far
up in the piston? Or do you have the wrong sized jet? The book
I have says that they come with different sized holes. The ones
I got with my Moss rebuild kit are labeled as being .100".
