The lower gears are locked out to protect the cone clutch. At low revolutions there is not enough hydraulic pressure in the accumulator(400psi) to smartly engage the cone clutch and minimize wear on its friction surfaces. On older models the thought that second gear type speeds would ensure the desired pressure in the accumulator. I guess second speed starts were still possible adding to wear. third speed starts not very likely. The later overdrive modifications were to reduce stress on the joints in the TR6 drive line.
