I will try to make this short, because it will probably show up several
times anyway.

If you want to keep the car original, paint the compartment with
body-color paint.
However, I would make sure there is no grease, wax or other gunk on the
blasted metal and prime it with Epoxy primer.  This stuff is rock hard
and resists rock chips, jack marks, etc.  The paint may chip, but the
epoxy primer will continue to resist that rust.

Manifolds are tough to properly weld.  Here's why:
1) The metal is cast and heating it will make it tend to warp, thus the
fit after the weld is iffy.

2) Two different metals (the manifold, and the Welding rod) are hard to
get to stick together with any degree of permanence.  As the engine
warms up the two metals heat up at different rates.  THis causes one to
expand more than the other and try ro come apart.
