Well, it's not exactly easy, but a deep-well six-point socket, a
U-jointed extension, some rust-cutting penetrating oil, and removing
the rear wheel from the side you're working on (for access) were all
helpful in my case. There were only 2 nuts that are really hard to
get at, the two that attach the bumper bolts themselves to the rear
end of the frame, rather than the nuts and bolts that attach the
bumper brackets - which are no problem, in my experience.
The most important tool may be the penetrating oil, if your can see
lots of rust on the threads where those 2 nuts attach, I'd say soak
them in Liquid Wrench or Casite or `boar piss' or whatever your
favorite rust elixir is, for a day or two before you try to remove
them.
