Blue smoke upon start up only indicates worn valve guides. That's usually 
accompanied by a sandy looking deposit on the plug ends. 

Smoke during normal running is bad rings--oil control type. You can have 
good compression and still be burning oil. If you pull the plugs 
immediately after turning the engine off, smoke will come out of the plug 
holes of the offending cylinder(s), if the condition is bad enough.
