The front subharness on CT3154LO is cloth-covered.
I doubt that there was a clean break at any specific commission number.
If a forgotten supply of cloth sub-harenesses was found after the switch
to plastic-covered, I'm sure the cloth covered ones were used just to get
rid of them.
