Randy:

In my experience, such fluctuation is usually an indication of some
extremely worn distributor parts below the plate where the advance
weights, springs, etc. are located. New ignition parts such as points,
condenser, etc. won't remedy that. If it's a serious problem, it usually
requires a distributor rebuild.

You can normally take your distributor to a shop specializing in
electrical/ignition work and have them test the distributor to identify
significant problem areas.
