I flunk the New Jersey inspection for emissions. After asking whether
advancing or retarding the timing might help, I was confronted with
conflicting answers. Most said to advance the spark (forcing a longer and
therefore more complete comustion cycle). While others said retard( ignition
at a higher pressure). Would anyone like to take a stab at this? Moving
out of the state is not a viable solution!

BTW, I do realize that changing the timing might not solve the problem. It
could be vacuum leak, carberator, valves, etc. But I'd like to at least
know that the timing is not contributing to it.
