If you get a valve too tight, you burn it.  If it's too lose, it rattles a  
bit, 
and may someday eventually slightly bash the top of the valve up.  Moral of the 
story?  Err on loose rather then tight.  But don't get in a tizzy over .010.  
That's a lot.  Consider Honda specs .002 cold on the exhaust valve of some of 
their air cooled engines!  .0095 would be fine.  .007 would probably be fine in 
fact.

As for adjuster nut torque, I've no recollection of having ever seen a torque 
value given.  So I just go by feel, tighten them up until it feels right.
