As this is a aluminum shaft with steel toothed washer, this method is
more of a Fred Flintstone approach and as such doesn't appeal to me.

Sears sells a 4 Pick set in the speciality tool counter for $6.95, one
of these is PERFECT (S-shaped pick) for plucking the star washer up and
out.  You can then push the allen screw piece down the shaft, flaten
the washer, add new O-ring and reassemble.  This can easily be done
while the carb is on the car.  Just remove the top and air piston.

As an aside, I believe the original O-ring was square in shape or
thicker than that in the kit.  I've had trouble with the replacement
leaking some over time.  This wasn't the case with the original.
Anyone have a source for these, we're talking a $0.10 part?
