There are two ways to put in the felt and metal shell front hub seals.
The first is to put the felt side into the hub. The advantage of this
method is that when the hub is then assembled to the upright, you get
two metal surfaces rubbing against each other as the hub turns. But the
felt holds up well, until the shards of the disintegrating shell start
tearing it up.
The other way is to put the shell into the hub with the felt facing outwards.
The advantage of this method is that when the hub is assembled to the axle
you get a soft, grease soaked piece of felt between the rotating metal of the
hub and the machined surface on the upright. It works, but is rather boring
compared to the effects of method 1.
There's a good chance the felt will come unglued from the shell during the
installation process. Don't worry about it, the result is the same whether
the felt is attached to the hub or floating free. One side will stick with
the metal, the other side will rotate as the hub rotates.
