     In the absence of any other symptoms, I would guess either an 
     obstruction in the brake lines or your vacuum assist unit is getting 
     weak. How long has it been since you changed the hydraulic fluid? The 
     fluid farther down in the lines may be sludge by now. Another thought: 
     the infamous PDWA switch. You could try the centering procedure 
     outlined in the Bentley manual and see if that helps.
     
     This is assuming that you're describing a "hard pedal" i.e., there's 
     no sponginess felt, no dragging pads or shoes and no pulling to one 
     direction or another when stopping.

I've owned my tr6 for about 5 years now and have never done much with 
the brakes. (Almost everything else, but not the brakes) 
     
Lately, I seem to be using more and more foot pressure to stop the car 
now than i ever did before.
     
There's no noise, Ive checked the pads and shoes and they are fine. 
     
I am planning to go through the entire brake system this winter 
* turn drums and roters
* flush and refresh fluid
* replace all flexible hoses
* new wheel cylinders
* etc etc 
but I would like some suggestions to the current symptoms before 
assuming my usual case of shipwright's disease
