How to fine a criminal (no LBC content)

As you all know the Carolinas was hit by hurricane Fran last week. A fellow
worker has a son the works for the local county sheriffs dept. in the intake
center. The day of the huricane he noticed a large increase in the number of
new inmates. He asked how come there was such a large number comming in. The
answer was that because of the storm the cops figured most people would be
at home so the dug out all the old warrants and arrested them!! :-}
