The little flexible joint on the bottom of the steering column I know it is
possible to get a new joint but only have a problem with the tapered rubber
sleeves which go onto the bolts and act as (anti vibration/ flexible
whatevers?) Is it possible to get just these rubbers?

I just performed the same surgical procedure on my 64 Spitfire 4 and am
pleased to share with you my solution. I, too, could not find a source for
replacement rubber washers and then I noticed that the washers are almost
exactly the same size as the tapered rubber washers that are common in
almost every single U.S. bathroom or kitchen faucet.
So, off to Home Depot (or any other hardware store) with a sample washer
where I found the closest tapered washer I could find size-wise, and bought
a bunch at $.05 each. The only problem was that the hole in the center of
the washer is slightly smaller than the size of the connecting bolts. So,
being very careful not to drill a hole in my hands, I used an extremely
sharp brad-point drill bit of the correct size and drilled out the center so
that it was a little larger and would accept the bolt.
These tapered washers are slightly harder than the originals (or perhaps the
originals were just worn out), but they fit great, the whole assembly is
back together and is tight as a drum - no flex at all. A cheap but handy
fix. Good luck.
