TeriAnn,
    I'm not sure what year TR3 my wiring diagram is for, so this might not
apply to your car...  The green/brown wire appears to be the "flashed" power
going from the flasher unit to the steering column harness, where it gets sent 
to either the right or left lamps.  The do-nothing wire seems to be just a
bridge to get from one side to the other, since you never know which side
the steering column will be on, but the flasher is always on the same side.
My diagram seems to be for a RHD car, and the LH connector is empty.  On a 
LHD car, the wire from the column probably goes to that end.
