Margaret,

I don't know what the oily pad is for except maybe some shade tree mechanic
thought it would quiet up a noisy xmission.

Don't insulate the underside of the cover.  Buy some foam at the fabric store
(1/4 inch thick) and place it under the carpet.  Or get the correct
underfelt.
