Thanks to a message last November from Thomas Schmid (as well as my own 
dim memory), I can offer this:

I don't know for sure about 1978, but I think offerings would have been 
limited mostly to the highest numbered or "letter-coded" paints. 
Valencia (66) dates to the late 1960s; lower numbers go as far back as 
the 1950s in a few cases, although the numbers were not used on Comm. 
No. plates until circa. 1964.
