I can't speak with great authority on when changes were made on the
production line but it wouldn't surprise me if your speculation that
ST was using up old supplies of parts is correct. In fact, I have been
told that it wasn't uncommon for someone to turn up a supply of old
parts long after they had been superceded and rather than send them out
as replacement parts they used them up on the line. I can't verify that
this is true, but it sure sounds plausible.
FWIW, my '58 TR3A (Comm # TS30600L) doesn't have the budget locks. Just
the center handle. Of course, there are a lot of cars between yours and
mine, but it *is* a 58.
