No it is not, it is called an Engine restraint cable (USA market only).
This cable runs from the lower bell housing to the frame of the car.
The instructions for refit from the Repair Operations Manual (12.45.19):
9. Tighten the cable adjusting not against the bracket until the cable can be
deflected approximately 1/16 inch (1.6 mm) at the midpoint of the run.
Note: The object must be to remove all slackness from the cable without
imposing any tension or stretch in the cable.
10. Tighten the locknut.
11. Lower the car.
