There should be no problem turning the pulley by hand if the
plugs are out (and the car is in neutral).  If you're not
fighting compression, then there should be no other source of
resistance!  I do recommend loosening the alternator and taking
the belt off, so you're not moving any ancillaries while you do
this. 

I found the cam lobe peaks by eye...when the rocker arms reach
their lowest point I guess you're there.  I twisted the crank
back and forth a couple of degrees each time to be sure the two
valves could not get any lower. 

Mind you, I still haven't run this engine since then, so I could
be talking through my (genuine tweed motoring) hat...
