The handbook warns not to overfill, but never mentions what the correct
level is.

I would assume that the handbook says what it says so that coolant isn't
dumped on the owners garage floor. I recommend using an overflow tank and a
double
sealed cap, like all modern cars, so that the expansion tank stays 100% full
and the extra coolant flows in and out of the overflow tank depending on the
average temperature of the coolant. This guarantees that the radiator is always
full. Then only check coolant level at the overflow tank.
