Have the tank blasted under low pressure with Alum. Oxide. Give a uniform 
satin surface, then spray with automotive primer (can be bought in a can) and 
then two coats of black. Didn't use powder coating on mine because I was in a 
hurry and wasn't certain of the solders melting temp.
