Actually self-etching primer come in 3 colors gray, black and green.
They are very nice to work with a rather tough paint too. You might
consider just using the black primer if you want a satin black finish for
the tank or use it under a black finish that way any chip in the paint will
still look black.

Self-etching. Eastwood has spray cans of the stuff--it's gray. After
you prime and before you paint, lightly scuff the primer with
scotchbrite (or whatever the stuff is called).
