In order to work properly, the regulator must be grounded to chassis,
through it's mounting screw.  If it is not grounded, it will connect the
12V or higher directly to the gauges, and make them both read a little
high.

This does NOT have anything to do with a gauge that reads half scale
with the key off.  A gauge that does that is busted, not uncalibrated. 
You should never have to fiddle with the calibration of the gauge.

Again, take a look at my article on the Tigers United site, where the
whole thing is explained.  If you aren't into electronics yourself,
then  find a guy who is, and a few minutes poking around with a VOM will
sort the whole thing out.
