Doug, I had the tanks out of the car, put some pea gravel in the tanks,
and proceeded to shake not stir.  The longer the better.  I then coated
the tank interiors with a coating made for gas tanks, that will cover
rust, old paint, etc.  There are several manufacturers available.  Be
sure to do the cross over pipes as well.

You can get the tanks dipped also, just a matter of money and time.
