If there is any question this works...try it. I had to take this route when
I someone told me I had a telescoping steering wheel and I could not get the
damn thing loose.

Doug, the center padded insert comes out by slipping a small knife blade or
similar object between the center cap's outer edge (It's metal I think) and
the plastic knurled ring that you turn to adjust the wheel. Pry all the way
around and it will come loose. Once you get that out you will see what
comes next.
