Horn ring

The horn ring on my car has been broken on one side for about 25 years, &
I'm getting tired on driving with 1 finger hooked around the ring to keep it
from ratteling. I've made a couple of half-hearted attempte to remove the
center cap (telescopic steering column) but it does not seem to want to come
off & I don't want to break anything. So, how the heck do I get the horn
ring off anyway??
