I think that the CA DMV is wildly inconsistant and most if not all
their employees don't know or understand the rules.  I know of many
folks who have slipped illegal vehicals through and obtained 
registration (2 stroke street motorcycles, dirt only motorcycles,
'66 Tiger as a '65 & 302 powered alpine as a 289 Tiger).  I use the
following motto:

"If at first you don't succede
        try another DMV."
