I check those valves by removing the whole top from the float bowl. Then I
blow in the fuel inlet brass pipe and move the float up and down. You can
tell if the shut-off valve is working. Also look into the float if possible,
or shake it to make sure it is not compromised. ...bill

I threw it out.  You would not believe all of the garbage that was in that
filter area.  
I went home after work yesterday and began to take apart both float bowls
and look at what was in them and if the valve was working properly.  The
valve seems to be opening and closing with the float appropriately.  
I am going to swap the parts out with some spares that I have.  Maybe their
is something wrong that I am not seeing.  I just wonder why both are doing
the pour fuel out bit.
