I'd start with a Dremel and use a cutoff wheel to make a slot like a
slotted screw might have. If a Dremel is not available, then maybe a
hacksaw to make the slot.
A good pair of Vicegrips might grab that 1/8", or the right pipe wrench.
What's on the back side? Can you get to the back side?
Failing everything else you can try drilling it out to just under the
minor diameter of the thread and prying the rest out.
