Fuel filter first. Sounds like maybe starving for fuel at high RPMs. A
lot of those motors use crankcase pressure to drive the diaphragm type fuel
pump. Check for that next. Idle could be vacuum leak. Also, the "choke"
is often a solenoid that squirts gas into the intake. High RPM probs could
also be spark or advance. Many two strokes have a linkage that advances the
spark as the throttle is opened. Check for that.
You don't want to run a 2-stroke lean. If it has an oil tank and mixes the
oil you may think about adding some oil to the fuel at least until you get
the problems sorted out. Too much oil will make more smoke but too little
oil will make damaged cylinders. 50:1 in the tank plus whatever won't hurt
anything.
The plugs being fouled may also point to fuel filter clogged. If the
machine is adding oil and not enough fuel is getting to the carbs, you'd get
the plugs fouled pretty quickly.
