"The piston (air valve) on the front carb is
not lifting"
Most likely (assume air cleaners removed,
of course!:).....the needle is "sticking" in the
jet as the jet is "out" of center.
Buy an SU carb tuning kit (from
www.LBCarCo.com or one of the other usual suspects) which comes with a complete
set of tuning instructions inclusive
of directions on centering the jet along with
a neat little tool for doing so.
Buy a Unisyn (sometimes referred to as a
"Unisynch" carb balancing tool/gauge as
well while you're at it.
Another thing that can cause air valve
"sticking" is uneven tightening of the
screws that secure either side of the air valve "cover" (these hold the oil and
damper) screws.
But most likely the jet in the carb with the
"sticking" air valve requires re-centering.
