That roll pin is to preclude you from installing the wrong bore size wheel
cylinder, or rather to help in identifying them. There is a group of
similar looking wheel cylinders used on various BCs, whose bore diameter
differs, but externally look identical. The position of the roll pin
relative to the line inlet is/was a way to differentiate amongst them so
the correct size cylinder would be installed. I suppose a tapped screw hole
would do as well, but I suspect that folks would not install the screw if
it didn't line up properly with the backing plate hole resulting in some
liability.
I endorse David's circlip method, too. Why not do brakes properly?
