Yes, give her a cell phone- you won't be the only parent to do so -
Universities are losing lots of money as they used to charge dearly for the
on-campus phones, but more and more students are now using cell phones -
it's more convenient for the students and easier on the parents' pockets!
I have not used an Internet phone system, but it seems to me it would not be
as practical as a cell phone - you obviously need a computer linked to the
Internet, which limits where the calls can be made... and if your daughter
is at University, I don't know if it's possible in a dorm or in a room to
have a fast connection- my understanding is that voice over IP is still a
new technology, and will not work well unless the connection is very fast
(Cable/LAN) and the computer up-to-date. My wife had some voice over IP
experience using a new computer and a T3 line, and she was not impressed.
