Jurgen,
If the State of Washington issued an ID plate (Vehicle Identification
Number - VIN) that would indicate that there was a problem with the title at
some point in time. Say the car had been stolen and recovered but it had
bogus ID. The lawful course of action would be to have it inspected and
re-VINed. They normally do that when the original numbers are missing and
proof of ownership is available.
