If you have access to a chassis dyno and are prepared to pay for time on it, I
would go for the DCOE. There is probably not much to choose from the two and
it does appear to be personal preference and perhaps familiarity with the
calibration of the carb that influences choice the most.
APT will advise better than I can on prices of manifolds, LCBs, etc and they
stock decent parts that work. Not only that, they will know what is best not
only for the cam but whatever the rest of the spec of the engine is (ie
cylinder head spec, etc).
